General Eligibility Requirements
1. Who is entitled to vote at the General Assembly?
A regular member is entitled to vote if they meet all three of the following requirements:
- They attended the previous General Assembly.
- They completed the membership requirements in the previous year.
- They achieved a minimum total score of 70 points across the prescribed criteria.
2. What are the four main criteria and their maximum points?
You can earn a maximum of 100 total points based on these four criteria:

3. How are points calculated for Share Capital?
Points are based on your paid-up share capital:

| Fully Paid Subscription (PHP 5,000 and above) | 25 points |
| 50% or above (PHP 2,500 – PHP 4,999) | 20 points |
| Below 50% (PHP 1,300 – PHP 2,499) | 15 points |
4. How are points calculated for Participation in Programs/Projects?
Points are based on attendance at programs and projects prescribed by the Board of Directors in the past calendar year:
- 25 points: Attended three (3) of any programs and projects.
- 20 points: Attended two (2) of any programs and projects.
- 15 points: Attended one (1) of any programs and projects.
5. How do I earn points for Patronizing Business - GMV Requirement, including the Annual Service Fee option?
Points are awarded based on your Gross Merchandise Value (GMV) or payment of the annual service fee. Note: To qualify for points in this section, the member must have an online store.

Based on Fixed Annual Service Fee (15 Points)
If your GMV falls below the minimum required levels (Corporate Sellers below PHP 1,000,000 and Individual Sellers below PHP 50,000), you can earn 15 points by paying a fixed annual service fee of PHP 2,000.
Payment Procedure:
Those who opt to pay the PHP 2,000 fixed annual service fee must submit a ticket to OMSMPC Support to facilitate payment:
- Create a Ticket: Visit support.omsmpc.com to create a ticket and obtain a unique payment reference code.
- Select Category: In the ticketing tool, select “RMEV” and the “Payment Reference Code” subcategory.
- Complete Payment: After obtaining your payment reference code, process your payment via the DigiCoop App and choose "Other Payment". Fill out the payment form, enter the reference code, and complete the payment.
6. How do I earn points for Patronizing Other Businesses?
Points are awarded based on the total accumulated amount of products and services availed (excluding Savings Accounts) within the period of GMV determination:

Bonus Points & Certification
6. Are there any Bonus Points I can earn?
Yes, you can earn extra points based on your engagement and member category:
- 5 points: Opening a savings account.
- 3 points: Categorized as Silver in the OMSMPC Members Category.
- 5 points: Categorized as Gold in the OMSMPC Members Category.
- 10 points: Categorized as Platinum in the OMSMPC Members Category.
7. Who determines the final list of eligible voters?
The Board of Directors makes the final determination based on management's recommendation. The Board Secretary then certifies the official list, known as the Master List of Voters.
8. What should I do if I believe I am eligible but am not on the Master List of Voters?
Any disagreement must be filed in writing with the Election Committee (ELECOM) for evaluation, along with supporting documents.
9. When will disagreements be resolved?
The ELECOM will resolve all disagreements within five (5) days before the election.
10. If I am not on the final Master List of Voters, can I still vote?
No. Only those members included in the certified Master List of Voters will be allowed to cast a vote.
